Robert "Budd" Dwyer was the youngest person ever elected to the Pennsylvania House of Representatives in 1965 at only 25 years old. His hard work and reputation for honesty helped him later become a senator and eventually the State Treasurer in 1981. So how did a man known for his honesty and commitment to democracy become entangled in a bribery scandal only a few years later? And did the justice system convict the right men?
